Detention Centres In 2014 HRCSL team visited the Foreign Nationals Holding Centre Mirihana and Methsevana State House of Detention Centre. The Commission recommended to Department of Immigration and Emigration & Department of Social Services (W.P.) to upgrade the detention conditions of the inmates. 3.6 Registration of Detention Orders According to Section 28 of the Sri Lanka Human Rights Act, it is the duty of the person who issues a detention order to effect an arrest or detention of someone under either the Prevention of Terrorism (Temporary Provisions) Act, No. 28 of 1977 or under a Regulation made under the Public Security Ordinance (Chapter 10) to inform the Commission about such an arrest or a detention. A Register of Detention Orders issued is maintained by the Commission for that purpose. The number of detention orders of which information were communicated to the Commission within the year was 404. Out of them 373 were in respect of males and 26 were in respect of males and 31 were in respect of females. Given below are the security units that have provided information to the Commission on such detention orders.
