• the need to adopt measures to ensure a more equitable distribution of funding and resources amongst schools, particularly schools in socially disadvantaged areas and schools with special education needs; • the need to adopt measures to improve school infrastructure, materials and resources, including science and technology facilities; • the need to adopt measures to improve the availability and quality of teachers and support staff; • the need to adopt measures to minimise the imposition of fees and additional costs on parents; and • the need to adopt measures to improve education opportunities for girls and women, including pre-natal and post-natal women. Timor-Leste The ACJ recommends that the Timor-Leste Provedor for Human Rights and Justice (PDHJ) urge its government to address the following issues: • consider signing the UNESCO Convention Against Discrimination in Education, the ILO Minimum Age Convention and the Worst Forms of Child Labour Convention; • the need to adopt a basic law on education; • the need to identify and secure adequate sources of funding to enable the primary and secondary education systems to grow and develop; • the need to improve basic education infrastructure, including classrooms and sanitation facilities; • the need to adopt measures to improve the quality and availability of teachers and support staff; • the need to adopt measures to minimise the imposition of fees and additional costs on parents; • the need to adopt measures to ensure the full participation of girls and women at all levels of education; and • the need to adopt measures to improve the availability of non-formal education. 26
