Defending Dignity A Manual for National Human Rights Institutions on Monitoring Economic, Social and Cultural Rights The QSDS is a tool that focuses on the facility (e.g. school, health centre) as the unit of analysis. It collects data about a service facility on: • Physical infrastructure, staff and their characteristics • Income and expenditures (budget inputs and outputs) • Governance and management (supervision and oversight, operations and client feedback) • Service outputs (accessibility and availability of services, quality, efficiency) • Other issues of concern. Public, private and non-profit facilities can all be the subject of a QSDS. The QSDS is typically implemented in two steps: 1. Consultations with key stakeholders: to define the objectives of the survey, identify the key issues, determine the structure of resource flows and the institutional setup, review data availability, outline hypotheses and choose the appropriate survey tool. 2. Survey instruments are then prepared and implemented: QSDS collect data from many sources and carefully consider which sources and respondents have incentives to misreport.
