CHAPTER 2 INTERNATIONAL STANDARDS FOR ADEQUATE HOUSING This chapter identifies the international standards that are applicable to governments in the course of the development and implementation of housing policy generally. It also identifies the legal and other instruments that are the sources of these standards. The central foundation of these standards is the right to an adequate standard of living under article 11(1) of the ICESCR. However, other instruments and human rights principles, such as non-discrimination, freedom of residence, the right to participate in public decision-making, and others, inform the development of these standards and are identified where relevant. 2.1 Freedom from Discrimination Sources Housing, as an essential component of an adequate standard of living, must be enjoyed regardless of an individual or family’s membership of a particular group or affiliation and therefore free from discrimination in any form.
