(Public Administration general principles)
1. Public Administration shall aim at meeting public interest, in the respect for the
legitimate rights and interests of citizens and constitutional institutions.
2. The Public Administration shall be structured to prevent excessive bureaucracy, provide
more accessible services to the people and ensure the contribution of individuals
interested in its efficient management.
3. The law shall establish the rights and guarantees of the citizens, namely against acts
likely to affect their legitimate rights and interests.
