3.2.Formulating new guidelines for the tri-forces on crowd control at civilian protests, incorporating the aforementioned recommended guidelines, in consultation with the IGP, and the Commanders of the tri-forces. 3.3.Facilitate co-ordination with the Commission and the International Humanitarian Law (IHL) Departments of the police and tri-forces. 3.4.Carry out workshops and training sessions to raise awareness on the recommended guidelines. 3.5.Carry out refresher courses on a biannual basis on the recommended guidelines made. 3.6.Creation and dissemination of instructional leaflets on how to deal with special and vulnerable classes of persons at protests. 3.7.Creation of videos of 15 - 30 minutes duration, on various aspects of crowd control at protests, with their viewing being made mandatory to officials of the police and triforces. 3.8.Incorporate simulated civilian protest training into the training programmes of the police and tri-forces to fully understand the practical application of these recommended guidelines. 46
