The Stage of Receiving Nomination Applications, Objections to them, and
the Submission of Judicial Appeals

Decree Law No. (14) of 2002 on the exercise of political rights and its
amendments regulates matters related to receiving nomination
applications. Article 15 of the decree states that: "The date of the
general elections for the Council of Representatives shall be
determined by a royal order, and the issuance of the order shall be at
least forty-five days before the designated date for conducting the
elections. The date of supplementary elections shall be determined
by a decision of the Minister of Justice and Islamic Affairs, and the
issuance of the decision shall be at least thirty days before the
designated date for conducting the elections. The order or decision
must specify the date of opening and closing the nomination
period..."

Article 3, in its second paragraph, of the same law, prohibits certain
categories from nomination, as follows: "The following are prohibited
from running for the Council of Representatives: 1) Those convicted
of a felony, even if they have been granted a special pardon or had
their punishment commuted. 2) Those sentenced to imprisonment for
intentional crimes for a period exceeding six months, even if they
have been granted a special pardon or had their punishment
commuted. 3) Leaders and members of dissolved political
associations by a final ruling for committing a serious violation of the
provisions of the Kingdom's Constitution or any of its laws. 4) Anyone
