Overcrowding 4.22 The Commission mentioned that police lock-up is also exercised by other authorities such as Immigration Department, Customs, and Malaysian Maritime Enforcement Agency (APMM) for short term, especially after the arrest or whenever Prison Department bring detainees to court. The practice sometimes causes the police lock-up to be overcrowded.
