RESEARCH 1.2. Research Method In order to identify Komnas HAM RI’s works that intersect with the SDGs, this study uses Tata Kelola Penanggulangan COVID-19 dalam Perspektif HAM (hereafter referred to as Tata Kelola) document as the main object. The report provides a portrait of Komnas HAM RI’s attitude and views regarding the mitigation of the COVID-19 pandemic by the government. Assuming that Komnas HAM RI’s role is sufficiently presented in this report so that it is adequate as a source of the initial information for the study. However, this study realizes that what Komnas HAM RI did amid the COVID-19 pandemic could be much more complex than what has been stated in the document. This study was initiated by identifying issues that were highlighted by Komnas HAM RI as contained in the Tata Kelola document. These issues are categorized in the SDGs framework; each issue is grouped into one category of SDGs objectives. Although an issue may be related to more than one SDGs objective, this study decided to group the issue into the most relevant category. In addition to Tata Kelola as the primary data, this study also uses Komnas HAM RI 2020 complaint report,18 Focus Group Discussion (FGD) subjects,19 reports by international institutions, Indonesian government’s official documents related to the mitigation of COVID-19 and SDGs, including mass media coverage. 2. FINDINGS AND ANALYSIS In the Tata Kelola document, Komnas HAM RI submitted 18 points of recommendation to the government in the context of COVID-19 response and recovery (see Table 1). However, while focusing on human rights issues, what was written in the document has not been discussed in the context of the SDG framework. Therefore, this section explores how the 18 points relate to the SDG framework, and its inherent human rights commitments. 18 Komnas HAM RI received complaints from the public, both individuals and institutions, regarding the human rights violations that had occurred. The complaints collected by Komnas HAM RI are categorized into three major issues, namely employment, agriculture, and health. The complaint data is treated as additional data in this study. The first FGD was on January 26, 2021 involved commissioners and internal workers of the Komnas HAM RI (hereafter referred to as: Internal FGD of Komnas HAM RI). The second FGD was on January 29, 2021 involved representatives of civil organizations and government institutions which are related to COVID-19 (Hereafter referred to as: External FGD of Komnas HAM RI). This FGD was held to gather the opinions and experiences of different institutions in viewing the impact of COVID-19 on human rights and SDGs. The results of the FGD are treated as additional data in writing this report, especially when describing concrete examples in the "Findings and Analysis" chapter. 5
