6) Ensure that there are suffrcient financial and material resources for addressing the needs of distressed OFWs including legal assistance, suppott for repatriation and reintegration, and other vital needs. 7) Set up genuine migrant programs at the barangay level which will take an inter- disciplinary approach to migrants rights. 8) More thoroughly implement various provisions in law regarding the role of CSOs, more actively engage CSOs in policy formulation, facilitate and support the settingup of migrant-focused centers especially abroad 9) For the President to certify as urgent the CHRP Charter now pending in Congress and for Congress to ensure its immediate passage into law. The enactment of the proposed Charter is long overdue and among others will strengthen the CHRP's mandate to protect and promote human rights including of migrant workers, as well as result in a more effective organizational and financial structure. The CHR can also be given more teeth and instead ofjust recommending can actually initiate prosecution. Recommendations for NH Rls 1) 2) 3) Strengthen existing human rights mandates in particular expanding to more thoroughly include migrants' rights. Apply a rights-based approach to assessing labor exporl policies as well as the capacity of governments to protect their migrants abroad. Undertake a comprehensive rights-based evaluation of the situation of migrants in the region and come up with concrete bilateral and regional policy measures to address these. 4) Campaign to have NHzu representatives involved in the negotiations and fnalization of bilateral and regional agreements with implications on migrant rights protection and promotion. 5) Identi$z and assign a human rights attachd in every country. 6) lnitiate awareness raising campaigns and information drives on human rights, including on international covenants, in migrant-related government institutions including embassy officials abroad. 7) Conduct outreach programs for vulnerable sectors in the migrant community for information campaign purposes and as protective measures. 8) Create a department for migrants' rights with special attention given to migrant women and children. 57
