Responding to Paragraphs 160 to 166 of the Government Report, the habilitation and rehabilitation programs have been carried out by the government as a misguided concept. Persons with disabilities are still considered as part of social problems requiring rehabilitation when, in actuality, they are not people with social problems. The said rehabilitation programs carried out by the government are still limited only to skills training. Furthermore, the vocational disability training centres are only accessible to people with certain types of disabilities and within certain age restrictions. The training programs have not been designed with due consideration of the skills and interests of different individuals. 50. The Law on Persons with Disabilities regulates the implementation of habilitation and rehabilitation, but to date the law has not been implemented due to the lack of technical implementing regulation, which is yet to be formulated.
