treaties, protocols, and other international human rights instruments ratified and acceded to by Afghanistan and to which Afghanistan is a party. Equal and fair access to social welfare and other services provided by the State are also considered human rights of the citizens. Objectives Article 5: The Commission shall have the following objectives: 1. Monitoring the situation of human rights in the country; 2. Promoting and protecting human rights; 3. Monitoring the situation of and people’s access to their fundamental rights and freedoms; 4. Investigating and verifying cases of human rights violations; and 5. Taking measures for the improvement and promotion of the human rights situation in the country. Cooperation with other State Organs Article 6: Judicial and prosecutorial organs, ministries, governmental organizations, civil society groups, Non-Governmental organizations and all citizens are obliged to cooperate with the Commission in achieving the objectives set up by this law. Chapter Two The Structure of the Commission Composition Article 7: 1- The Commission shall be consist of nine members, female and male, who are appointed by the President for a period of five years. 2- The President shall appoint the Chairperson of the Commission from among the members. Title of the Members Article 8: The members of the Commission shall be called, “Commissioners.” 5
