Annual Report 2016 National Human Rights Commission, Bangladesh (NHRC) organizes a Seminar on “Combating Human Trafficking and Ensuring Safe Migration: Challenges and Way Forward” A seminar on Combating Human Trafficking and Ensuring Safe Migration was held on February 09, 2016 at BRAC Center INN. Professor Dr. Mizanur Rahman, Chairman of NHRC was present as Chief Guest at the Seminar. Kazi Reazul Hoque, Full Time Member of NHRC, presided over the seminar. Recommendations: Formation of an Inter-ministerial committee to deal with migration crisis Strengthening of BMET with required Data Bank of Migrant workers Activate Existing training centres with required training facilities & manpower & impart country-wise need-based training Strengthening the labor wing of Bangladesh Embassies abroad and to maintain an updated database system of all migrants at home and Bangladesh Embassies in abroad. Formulation of a national skill development policy Establishment of a one stop centre/ a “Migration Crisis Management Body” to deal with migration crisis Formulation of the rules of human trafficking deterrence act and Overseas Employment & Migrants Act 2013 and ensure the implementation of the proposed rules. NHRC Organizes International Conference on Human Rights & Criminal Justice Delivery System in Bangladesh National Human Rights Commission (NHRC), Bangladesh Organized a day long conference titled “International Conference on Human Rights and Criminal Justice Delivery System in Bangladesh” on 15 May, 2016 at Hotel Le Meridien, Dhaka. The program was split into four phases i.e. Inaugural Session, two Working Sessions and Closing Sessions. In his speech Professor Yubaraj Sangroula Kathmandu School of Law, Nepal focused on the necessity of a strong cooperation between Police and Prosecution. He showed the scenario of criminal justice system, conviction rate and the reforms introduced in Nepal. He also stressed on the concerted initiative of South Asian Countries to bring reforms in the Criminal Justice Delivery System. Professor N.R. Madhava Menon, Former Member, Law Commission, India focused on the systemic change of Criminal Justice Delivery System in South Asia. He suggested that our criminal justice system can be a blend of the principles of both Inquisitorial and Adversarial System. He stressed on the restorative justice system where victim should be kept at the central point. He also suggested that police power of arrest should be lessened for the sake of the betterment of criminal justice system. 20
