He added that from the statement of the people present over there it was primarily assumed that the fault of the construction and subsequent extension of the factory and non-compliance of the labor laws might be the reasons of the disaster. So factory owner should face legal consequences. Inspection at Dhaka Medical College Hospital On 01 November 2016, NHRC Chairman Kazi Reazul Hoque visited One Stop Crisis Center, Dhaka Medical College hospital to meet Dinajpur and Bhatara rape survivors. He talked with them, their relatives and the doctors. After that, He talked with journalists. Kazi Reazul Hoque said, “The incident that took place with the Dinajpur girl is unbelievable. The brutality displayed by these men is barbaric. Even animals and less civilised human beings would not display such behaviour. They should be punished.” He said that in most cases, charge sheets were not well written and offenders used loopholes to get free. Even most often police delayed the submission of charge sheets. For cases like these identifying the criminals, collecting evidence and obtaining medical reports were not difficult. Police needed to submit the charge sheet as soon as possible so that the criminals could not bribe or harass the witnesses. He also urged prosecutors to perform their duties effectively and asked the local police to encourage the Bhatara community to support the victim so that they could make a stand against local influentials. 15 He also said that NHRC was doing follow-up of the sensitive cases like these. Inspection at the spot of Tonu Murder On 31 March 2016, Professor Dr. Mizanur Rahman, former Chairman, NHRC with team visited the spot of Comilla Cantonment area where the body of Sohagi JahanTonu was found on March 20. It is alleged that she was raped and killed brutally in the Comilla Cantonment area. The whole country is demanding justice for Tonu; a second year student of Comilla Victoria College. NHRC has taken the case as Suo Motu and has kept surveillance on the matter. After visiting the spot and talking with Tonu’s parents in their home, NHRC has made certain observation and exchanged views with journalists at Comilla Circuit House. On this matter, NHRC also sent a list of recommendations to the Home Minister of Bangladesh. These are: As the first post-mortem report raised many questions, NHRC thinks the decision of doing post-mortem for second time is needed and this time the post-mortem should answer all the questions yet to be answered. Whoever tried or influenced to change the first post-mortem report must be brought to justice.
