Annual Report 2016 ence etc as part of human rights campaigns, the prime target being awareness building and the ultimate target falling in line with the visionary destination of NHRC, i.e. a stable human rights culture and a society free from violations of human rights and where equality, human dignity and social justice will prevail. International and Regional Cooperation: NHRC participates in international Human Rights programs and works together with international and regional human rights organizations in greater Human Rights platform. Partnership: NHRC partners with Civil Societies, NGOs, Development Agencies, Donors, Human Rights activists, GANHRI, APF, NHRIs and many other stakeholders on the issues of Human Rights. Drafting Law: NHRC has taken initiatives to frame an Anti Discrimination Law expecting that the excluded minorities and marginalized sections of people will not suffer discrimination in their day-to-day life after the enactment of this Act; the draft law has been prepared to be sent to the Ministry of Law, Justice and Parliamentary Affairs with the hope that the enactment will take place as quick as possible. It has also taken in hand drafting the Rule against Child Marriage Restraint Act 2017. Universal Periodic Review (UPR): NHRC has furnished its list of recommendations and has forwarded it to the government with hope that government will take immediate steps to implement those. In this context 3 enactment of Anti Discrimination Law, ensuring implementation of CHT Peace Treaty to the full, withdrawal of reservations from CEDAW Article-2 and 16 (1)/c and elimination of child labor are to be resolved. Training: NHRC has designed training for both office staff and officers and the state actors like police, and other civil society actors like lawyers, human rights defenders, volunteers and journalists etc. Training components include international human rights and laws, humanistic approaches to be practiced by police and human rights defenders, human rights system followed by UN etc. Research: The reports of the research findings, by this time, have been edited and published in the form of a book. The research subjects included in the book are the rights and social position of women from Hindu community, land problem in CHT- a 5 Year Study by NHRC, right to food and healthmass expectation and the real life viewpoint, education, health and CEDAW issues of Dalit women, rehabilitation of trafficking victims, prospects and risks of RMG sector in Bangladesh etc. Upholding International Convention: NHRC upholds the provisions of all 8 Conventions of the UN but it follows the regime that national legislation will prevail. Though the government of Bangladesh has ratified all 8 Conventions of the UN there are some reservations; it is the responsibility of the Government to harmonize the UN Conventions with the local legislations.
