We published a gender
audit toolkit for NHRIs
In February 2021, the APF released a gender audit
toolkit to support NHRIs to promote gender equality
and mainstream gender into their work.
Facilitating a NHRI Gender Audit: Toolkit for National
Human Rights Institutions in the Asia Pacific Region,
supports NHRIs to assess, identify and mainstream
gender considerations and the human rights of
women and girls in all their operations.
The toolkit provides a clear framework for carrying
out a NHRI gender audit, including how to plan,
design and conduct a gender audit, how to analyse
the results, and how to report on the gender audit
and recommend actions.
The toolkit draws on contributions from the members
of the APF Gender Network and is designed
to complement the APF’s NHRI Guidelines for
Mainstreaming the Human Rights of Women and
Girls into Our Everyday Work.

equality in gender representation
The APF encourages NHRIs to advocate for equitable
representation of women at leadership levels,
especially where they have control over the staff
recruitment process.
In 2020-2021, 40 percent of APF members reported
being within the ‘gender equitable’ range at the
Commissioner level. Data from the APF Annual Member
Survey also showed that the number of NHRIs with a vast
majority of men at the Commissioner level is decreasing
over time. This positive trend indicates a move towards
more member institutions within the gender equitable
range and an increase in the representation of women at
leadership levels.
Staffing within the 11-person APF secretariat also
sits within the ‘gender equitable’ range, with women
comprising 63.6% of staff.

Looking forward
The APF is on track to meet its set targets in the APF
Gender Strategy. We continue to strengthen our expertise
in this area through a dedicated workstream on gender
with our members and within the APF secretariat.
Developing member capacity to mainstream gender
will remain a high priority as the APF moves toward the
development of our next strategic plan.
The APF has identified the need to work with members to
improve representation of women across the leadership
and at all levels of staffing. Future APF Women Leaders
Forum meetings will provide opportunities for addressing
these issues. In addition, the APF will work closely with
individual NHRIs that wish to conduct a gender audit.
