and tribes, especially in terms of disability prevention, delaying the
onset of dementia, and the prevention and control of the use of tobacco,
alcohol, and betel nut. Furthermore, the government should develop
health care services for indigenous peoples according to local needs and
establish a health care mechanism to increase the capacity of health
services and promote sustainable development in accordance with
General Recommendation No. 23.
(2) The government should take more proactive and specific measures, such
as strengthening its accidental injury prevention efforts and making
improvements to the emergency evacuation system, to reduce the gap in
average life expectancy, especially in mountainous areas with wide life
expectancy gaps.
(3) The government should enhance the training of medical personnel
who actually live in indigenous areas, so as to improve the quality and
accessibility of medical services for indigenous peoples.
(4) The NHRC believes that health is a fundamental human right. In addition
to examining health inequities among indigenous peoples using objective
health indicators, the government should also conduct occasional
assessments to examine the subjective well-being of indigenous peoples,
such as satisfaction surveys exploring the level of respect for different
ethnicities and the level of acceptance of different cultures in Taiwan.

110. According to Article 73 of the Employment Service Act , employment
permits of employed aliens can be revoked based on the results of their
