33. Therefore, she recommended the following:The need for regulatory reform - the new aged care law should integrate all the different aspects of law for continuum of care. Family and Community care services are the more viable option for long term aged care - Government funding should be directed strengthening support for family carers and widening care options in the community to preserve the values of caring communities. Ethics and the rights to care - older persons should be able live with dignity (consent, advanced directives) and each party involved in the care delivery should be clear of their roles and responsibilities. Topic 4 – Do Domestic Laws Protect the Rights of Older Persons by Ms. Ranuga Devy M. Packirisamy, Advocate and Solicitor and Hon. Secretary of Malaysian Healthy Ageing Society Ms. Ranuga briefed the participants on the following:34. Article 8 of the Federal Constitution provides that all persons are equal before the law and are entitled to the equal protection of the law and the following are the laws related to older persons in Malaysia: a. Employment Act 1955 and Employment Regulations 2010 – Part time Employees b. Employees Social Security Act 1969 c. Tabung Angkatan Tentera Act 1973 (Armed Force Fund Board) d. Pension Act 1980 e. Employees Provident Fund Act 1991 f. Care Centre Act 1993 g. Domestic Violence Act 1994 h. Minimum Retirement Age Act 2012 35. Other than that, there are national policies such as National Policy and Plan of Action for Older Persons, National Health Policy for Older Persons to extend healthy life expectancy, productivity and good quality of health.
