Highlights of Policy Recommendations3) A. ‌Policy recommendation on discrimination against people with disability when they use express and intercity bus Despite it being over nine years since the Act on Promotion of the Transportation Convenience of Mobility Disadvantaged Persons came into effect, most of express and intercity buses were not equipped with tools to support wheelchair-riding people. Even worse, related organizations and businesses did not have any plan to make improvements. Therefore, the Commission conducted a suo motu investigation to look for solutions to duly guarantee the disabled the right to intercity mobility. The result found that government responsibilities are not properly fulfilled to secure the right to mobility of people with disability, contrary to what is stipulated in Article 23.1 of the Act on Welfare of Persons with Disabilities, Article 8.1 and 8.2 of the Anti-Disability Discrimination Act, Article 4 of the Mobility Enhancement for the Mobility Impaired Act, and Article 9 of the Convention on the Rights of Persons. 3)‌For more details on the suo motu and on-site investigations and the recommendations related to Reinforcing Activities to Promote North Korean Human Rights, refer to Chapter 2 Section 3 and Section 4.
