c) designing a Tiriti and human rights-based housing strategy with the right to a decent home at its centre; d) preparing detailed guidance about disability and the right to a decent home grounded on Te Tiriti; e) defining the core obligations of immediate effect relating to the right to a decent home grounded on Te Tiriti; f) advancing the practical implementation of the right to a decent home grounded on Te Tiriti. In 2019, the UN Special Rapporteur on the right to adequate housing published a report which sets out Guidelines for the Implementation of the Right to Adequate Housing, see Appendix 3. All stakeholders are encouraged to develop and apply the framework provided by these Guidelines, with a view to enhancing the right to a decent home grounded on Te Tiriti for everyone in Aotearoa. Guideline 20: These Guidelines are a step towards a better understanding of the right to a decent home grounded on Te Tiriti. They provide a framework on which we can all build.
