Upon deliberation, the Commission decided that 237 complaints fell outside its
jurisdiction as they involved administrative issues which should be addressed
by other relevant agencies; general enquiries and suggestions by the public;
complaints requiring criminal investigations or civil litigation; and complaints
that were either pending trial or had been disposed off by the courts. As for
those complaints, the Commission referred the complaints to other relevant
agencies or informed the complainants of other alternatives that could be
taken with regard to such complaints. Of the 566 complaints accepted, the
