MEMORANDUM OF UNDERSTANDING (MoU) WITH THE UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES (UNHCR) Since its establishment, the Commission has been advocating the rights of refugees, asylum-seekers, stateless persons and people at risk, and on 14 September 2017, the Commission and UNHCR signed a MoU to formalise their commitment to form a closer cooperation and mutual support between the two organisations in protecting the rights of refugees, asylum-seekers, stateless persons and people at risk of statelessness in Malaysia. The signing of the MoU helped to realise the shared goal of both the Commission and UNHCR in ensuring that the SDGs and the importance of the commitment that “no one will be left behind” for the protection of the human rights of refugees, asylum-seekers, stateless persons and people at risk of statelessness is upheld. In addition, the signing of the MoU will further strengthen the commitment to work together and to jointly engage various government agencies and stakeholders to ensure that the rights of these vulnerable groups are protected. Via the MoU, both the Commission and UNHCR have developed a joint action plan for 2017-2019 which will include, amongst others, advocating for the development and implementation of a domestic legislative and administrative framework for the protection of the rights of asylum seekers and refugees; working on initiatives to implement alternatives to detention especially for women and children; organising trainings and awareness campaigns; promoting a better understanding and response for the rights of S U H A K A M A N N U A L R EPOR T 2017 23 1 6. C H A P T E R According to Cyber Security Malaysia, until August 2017, there were 431 reported incidents of cyber harassment. Despite the 1524 cyberbullying cases recorded in the past five years, Malaysia still has no specific law to curb or address cyberbullying. On 25July 2017, the Commission attended a stakeholder consultation on countering technology-related harassment and gender-based violence. During the consultation, it was proposed that a strategy must be developed to enable the nurturing of a safe and empowering internet experience for all internet users. The consultation also noted that victims of cyberbullying may face emotional and psychological distress thus, assistance must be provided.
