Policy Context:
While significant differences are identified across the NHRIs in
their practice and national contexts, it is essential that the training
programme is aligned with the core characteristics of national
climate policies in the six countries and human rights strategies
to ensure NHRI activities support national goals.
Expected Impact:
Increased capacity within the six NHRIs to monitor, investigate
and address climate change impacts on vulnerable communities,
leading to more informed reporting and recommendations at the
national and international levels.
Recommendation 2: Establish a medium-term ongoing professional development
plan to train NHRIs staff on climate litigation, gender-responsive climate action, and
human rights-based climate advocacy.

Requires partnerships and development of specialised training
modules, peer-to-peer learning and exchange programmes
across the region (with a regional focus) and outside the region
to strengthen technical knowledge and skills.

Incorporate training on climate change and human rights into
NHRIs strategic planning to ensure alignment with current and
future climate and human rights regulatory changes. Developing
a clear linkage between the broad mandate of NHRIs and the
internal training needs related to climate change and human
rights.
Expected Impact:
Improved ability to engage with state agencies on climate
related human rights issues, and create dialogue with national
and international climate issues, and to be more effective
in collaborating with and representing climate-affected
communities in policy dialogues.
