While for SUHAKAM, it is requesting for the review in the mandate of SUHAKAM on the visit to detention centers. SUHAKAM believes it must be pushed at Bahagian Hal Ehwal Undang-Undang (BHEUU). V. Horacio, Timor Leste Provedor, what is your perspective in the prison reform, i.e. the government perspective on the reform of prison and the roles of NHRI? In our perspective we would like to bring government, the Parliament and other law enforcement agencies to comply to international human rights standard set up by UNCAT, OPCAT and ICCPR. Our duty is to bring all of them to comply to these standards. It needs some form of collaboration that has been done for several years now. Perspective of Parliament, the Indonesian Parliament is very dynamic because now they have nine political parties. The Ministry of Law and Human Rights, Ministry of Security and Politics have a good connection with the NHRI. Remarks: i. Remarks from Ms. Benicia Eriana Magno, she thanked public defenders for their involvement in the session and support in the effort of prison reform. It is important to look at the accountability, transparency of the system and a space for civilians through the NHRIs and CSOs to provide an oversight to the human rights situations ensuring the compliance to human rights standards. Rehabilitation and respect for human rights can be sustained with collaboration of all groups. ii. NHRCT would like to invite cooperation among SEANF members and for the capacity building among human rights commission staffs and prison officers, to make a better prison reform. iii. CHRP remarked that it is urgent to reform the prison. Prison reform requires the whole society approach. iv. SUHAKAM investigates complaints and provides recommendations to the Attorney General's Office and Ministry of Home Affairs, with a request for timelines on action and updates. In the amendment of the SUHAKAM Act, the Commission hopes that updates from the relevant Ministries will be made mandatory. 59
