Mr. Roujanavong shared his view that prison officers in Thailand are facing a rather stressful condition due to the lack of men power and resources. Thailand only has about 12, 000 prison officers to handle 300,000 prisoners. The ratio is 1 officer to 25 prisoners. Prison staffs work at normal working hours and according to shifts for those who monitor prisoners. As such, overtime allowance is crucial for them to stay motivated. The Department of Corrections, Thailand targets to protect the welfare of its staffs since it is directly proportional to the impact of their treatment on prisoners. b) How many pre-trial prisoners were handled? In his respond to the question, Dato’ Haji Nordin updated about the current situation of drug-related offenders in Malaysian prisons. The Department of Prison, Malaysia is trying hard to reform the imprisonment through various programs. Currently, Malaysia is practicing the Compulsory Attendance Order as an alternative to imprisonment to address drug related offenders especially those who are charged under section 15(1) of the Dangerous Drugs 1952 (Act 234). The offenders would undergo community service instead of imprisonment. It is hoped that the amendment of law which includes a Compulsory Attendance Order for drug charges below three years would help to alleviate overcrowding in prisons. Further, the establishment of “Cure and Care” clinics by the National Anti-Drugs Agency (NADA) are beneficial for the rehabilitation of drug related offenders undergoing the community service. Dato’ Haji Nordin also added that the moratorium of the death sentence in Malaysia is still in progress. Prisoners on the death row could apply for their sentence to be revised accordingly. According to Attorney Julie, police investigation is conducted in their office. Those who are still investigated by the police will be incarcerated in the police facilities since the police is another department in the Philippines. Mr. Sigit informed that there are 223, 337 prisoners in Indonesia. More than 47,000 are the un-convicted prisoners which counts for about 75% of the total prison population. The facilities are divided into two which are Lembaga Pemasyarakatan (Correctional Institution) for convicted prisoners and Rumah Tahanan (House of Custody) for the un-convicted prisoners. In cases where there is only one of those facilities available, both types of prisoners are housed in the same facility but in different blocks. Mr. Roujanavong stated that as of 18 November 2021, pre-convicted detainees make up to 20% (58, 792) of the total prison population (285, 134) in Thailand.
