Such mandates collectively contribute to the role undertaken by the
NIHR in the field of the protection of human rights.

That provision emphasizes the need to enlarge the competence in the
field of protection of human rights in a manner consistent with
international decisions in this regard. Moreover, the required
protection should not only be limited receiving complaints, but also
expand to include follow-up and monitoring of the situation of the
human rights situation as well as documentation in various ways and
means. Monitoring is necessary to ascertain the degree and extent to
which the State honors its legal or international obligations relating to
human rights.

Whereas Article (21) of the Law Establishing the NIHR stipulates that:
“The Council of Commissioners shall produce an annual report on the
efforts, activities and work streams of the Institution. It shall include a
section explaining the level of progress on the human rights situation
in the Kingdom, as well as any observations and comments within its
competency, identifying any obstacles to the Institutions performance
and the solutions adopted to circumvent them. The Council of
Commissioners shall present the report to the King, the Prime
Minister, the Nuwwab Council, and the Shura Council. The report
shall be presented to the public in parallel.”

Accordingly, the NIHR, during the years (2013-2017), undertook to
issue and submit its annual reports5 to His Majesty the King and to the
constitutional authorities. The reports included an independent
chapter presenting the activities carried out by the NIHR during the
