accused persons shall benefit by safeguards of proper trial and defence, which shall not
be less favourable than those provided by Article 105 and those following of the Geneva
Convention relative to the Treatment of Prisoners of War of August 12, 1949.” 52
With regard to the Israeli apprehensions of such possible actions, and not wanting to appear to accept or acknowledge Palestinian statehood, Israeli Foreign Minister Avigdor
Liberman instructed the Israeli embassies and other representative offices throughout the
diplomatic world to refuse to receive any letters, cables or official documents titled or
sealed with the heading of the State of Palestine. He also instructed them not to address
any official letters sent by diplomatic authorities with phrases or terms not acceptable to
Israel, such as occupied Palestine, occupied Jerusalem or occupied territories53. However, Palestine’s new status as an observer state in the United Nations shall enable it to accede to the treaties relating to international humanitarian law, and especially the Geneva
Conventions and their subsequent Protocols.
