Independent Opinion of CEDAW Annex: List of Recommendations Recommendation 1 The government should refer to the Guidance Note on CEDAW and COVID-19 published by the UN CEDAW Committee. Measures taken to respond to the pandemic should be gender sensitive. The government should pay attention in particular to the multiple challenges faced by women from disadvantaged groups as a result of the interplay between gender and other identities. When collecting regular or COVID-related data, it should be disaggregated by variables such as disadvantaged groups in order to analyze problems and develop countermeasures.
Recommendation 2 The government should strengthen the comprehensive gender impact assessment and response mechanism and take active measures to assist women in employment, including improving the conditions of the care industry, preventing unemployment, ensuring reasonable wages and insurance, and increasing the digital competencies of women in disadvantaged situations to meet the demands of the trend toward ¯42¯
