︱Road to Migrant Fishers’ Rights products to establish an international mechanism for fighting FOCs engaged in IUU fishing and exploitative labor practices. Under existing legislation, FOCs can be required to undergo customs, immigration, plant and animal, security, IUU catch, and navigational safety inspections when they arrive in port. The only exception is human rights and there is currently no legal basis for conducting labor inspections; the legal basis for imposing additional labor conditions during investment review and approvals is also too weak. The Executive Yuan should therefore be proactive in amending the relevant legislation to ensure that a sound legal basis is put into place.
