︱Road to Migrant Fishers’ Rights ❸ H ealth and safety equipment and basic safety training: The convention requires fishing vessel owners to provide fishermen with appropriate personal protective clothing and equipment aboard the ship; every fisherman must undergo basic safety training that has been approved by the competent authority; fishermen must possess a reasonable understanding and be familiar with the equipment or tasks before they are expected to use the equipment or perform those tasks19. The convention also specifies the captain’s responsibility for health and safety management20. The issues of inadequate social insurance protection, inadequate occupational accident protection and compensation, inadequate health and safety equipment, and inadequate training in basic safety outlined above should be addressed by amending the Act for Distant Water Fisheries and its subordinate legislation. The harmonization of distant water fisheries regulations, with ILO-C188 and the Labor Standards Act, can reduce discrepancies in their respective provisions and will improve the labor conditions of foreign fishermen and effectively protect equal rights. 19.
