CHAPTER 2: SITUATIONAL ANALYSIS 2.1 Interna�onal Context The constantly changing trends interna�onally that will con�nue to shape the work of the NHRC include the poli�cal ideologies, legal frameworks, global poli�cs and economy, development plan, security, and environmental factors. The interna�onal scene con�nues to experience significant poli�cal shi�s as manifested in the realignment in the regional alliances and trade blocs as well as the changes in poli�cal leadership, which influence the human rights context, plan, and partnerships for governments and, of course, na�onal human rights ins�tu�ons. At the interna�onal level, countries con�nue to nego�ate conven�ons and trea�es through the United Na�ons pla�orm to address emerging human rights issues like; climate jus�ce, business and human rights, migra�on, protec�on of human rights defenders, cyber security, digital currencies, and the fight against terrorism, among others. These interna�onal instruments will impact the regional instruments and, ul�mately, the work of the NHRC. The emphasis on private sector-led economic growth and development poses a challenge to Bangladesh’s vital welfare programmes such as health services, educa�on, and infrastructure. If the trend con�nues, there is a likely increased growth in inequali�es and vulnerabili�es, especially among children, women, persons with disabili�es, elderly persons, and the sick, which will impede the realiza�on of human rights and freedoms across the globe, including Bangladesh. This Strategic Plan will be implemented in the backdrop of the 2030 Agenda for Sustainable Devel opment and Bangladesh’s adop�on of the Sustainable Development Goals (SDGs) postulated by the United Na�ons in 2015, which seeks to facilitate global development through 17 Goals and 169 Targets. The Peoples Republic of Bangladesh has adopted and commi�ed to integra�ng these development aspira�ons into its development agenda. It is important to note that the SDGs are imbibed by human rights principles and standards and, therefore, present prospects for advancing the promo�on, fulfilment, and protec�on of human rights and freedoms for all.
