1.3.4 Way Forward
The Na�onal Human Rights Commission iden�fies that the work of promo�ng equity and
addressing discrimina�on is a crucial element of the promo�on and protec�on of human
rights. Bangladesh will be prosperous only as it iden�fies, priori�zes, and addresses the
root causes of inequality, many of which are grounded in human rights lapses and
viola�ons. Therefore, moving forward, the NHRC seeks to establish an op�mis�c mission,
priori�es, and suppor�ng strategies to promote a framework for equality, as well as to
promote current human rights issues. Therefore, this Strategic Plan ar�culates NHRC’s
strategic direc�on for the next five years toward realizing its mandate to protect,
promote, and ensure human rights and fundamental freedoms.
1.4 Strategic Plan Development Process
This strategic plan outlines the priori�es of the NHRC and proposes how to fulfil its
mandate of promo�ng, protec�ng, and enforcing human rights in Bangladesh. It equally
defines the direc�on and focus of the work of the NHRC in ensuring single-mindedness
and promo�ng transparency and accountability. This 3rd Five Year Strategic Plan of the
NHRC has been developed based on document review and qualita�ve informa�on collected
through several par�cipatory consulta�on mee�ngs involving the Chairman and
Members of the NHRC, staff members, and key stakeholders in both public ins�tu�ons
and civil society organiza�ons. It commenced with reviewing the previous Strategic Plans,
other key ins�tu�onal and sector documents, data collec�on using checklists, interviews,
workshops, and finally, focus group discussions. The inputs received from the various
sources and processes were then reviewed, analysed, shared, and compiled into a dra�
strategic plan document.
1.4.1 Organisa�on of the Strategic Plan
Chapter One starts with a couple of short introductory subsec�ons, including an assessment
of the 2nd Five Year Strategic Plan of NHRC (2016-2020), which provides a summary of
achievements and challenges faced, provides lessons learnt during the implementa�on of
the Second Five Year Strategic Plan, and the development process of this Strategic Plan.
Chapter Two presents the situa�onal analysis, which surmises the opera�ng environment,
emphasizing key developments in the interna�onal, na�onal, and county contexts.
Chapter Three presents the strategic framework, clearly outlining the theory of change,
the corporate statements, and strategic objec�ves leading towards the intended impact.
