1.5 Establishing a mechanism for dialogue with and participation by civic
organizations

Reason for selection
In formulating its independent opinions and carrying out its projects,
the NHRC has always included civic organizations in the conversation
and welcomed feedback from the general public. The NHRC hopes to
establish a comprehensive bilateral mechanism to encourage dialogue
with and participation by civic organizations.
2.
Significance
In accordance with the APF’s fact sheet “The Role and Functions of
NHRIs,” national human rights institutions should build rapport with
the community, professionals, professional associations, labor unions,
industry guilds, academia, and society at large to encourage the
participation of the general public. Therefore, the NHRC will create a
mechanism to actively foster strategic partnerships with NGOs to hold
regular dialogue, forums, and exchanges.

Expected outcomes
Establishment of a mechanism for communication and collaboration
with civic organizations in regard to the human rights topics
emphasized by the NHRC.
