The Commission would like to place on record its deep appreciation to those who participated in these gatherings, contributing their ideas and experience to the proceedings. The Commission would also like to observe that, in each instance, the Central Government was represented at the senior-most levels and that the marmer of its participation promises well for a widening understanding in the country of health as a human ri^t.
