NHRIs are also guided by focused international agendas such as the 1995 Beijing Declaration
and Platform for Action (and subsequent iterations)11, the 2030 Agenda for Sustainable
Development Agenda (2015) 12, the Amman Declaration and Programme of Action (2012) 13, and
the Yogyakarta Principles Plus 10 (2017)14 which build on the first set of principles developed in
2006.
Approaches to progressing gender equality
Two approaches are used to progress gender equality - gender mainstreaming and gender
specialisation.
Gender Mainstreaming is a process of assessing gender implications across all activities of the
NHRI and implementing strategies to protect, promote and progress gender equality within the
NHRI and in its external work.
Gender specialisation involves developing and delivering policies, programmes and initiatives that
focus on those who experience the most serious gender-based human rights violations, and those
that perpetuate these violations.
These two approaches are complementary. They aim to ensure that, firstly, gender issues are
integrated into the daily thinking and culture of the NHRI and its external work, and secondly, that
specific gender inequalities are addressed.

approaches.
