4. Programsandpolicies to prevent VAW shall be developed, including institutional
mechanismsfor complaints in cases of rape, sexual harassment, and other forms
of violence and discrimination against women, and provide assistanceto students,
faculty, or personnel who have beenvictims of VAW; and
5. Coordination with PNP, DOJ, CHR, DSWD, and the LGU so that appropriate
assistanceare given to female faculty and students whoare victims of rape, sexual
harassmentand otherforms of violence against womenanddiscrimination.
Section17
Women in Sports — TheState shall develop, establish, and strengthen programsfor
the participation of women andgirl-children in competitive and non-competitive
sports as meansto achieve excellence, promote physical and social well-being, eliminate
gender-role stereotyping, and provide equal accessto thefull benefits of developmentforall
personsregardless of sex, gender, and other similar factors. For this purpose:
A. All sports-related organizations accredited by the Philippine Sports Commission (PSC)
shall create guidelines thatwill establish and integrate affirmative action as a strategy
and genderequality as a framework in planning and implementing their policies, budgets,
programs, andactivities relating to the participation of womenandgirls in sports
No sports eventor tournamentwill offer or awarda different sports prize, with respecttoits
amountorvalue, to women and menwinnersin the samesports category: Provided, That
the said tournament, contest, race, match,event, or gameis opento both sexes:Provided,
further, That the sports event or tournamentis divided into male or female divisions.
All sports-related organizations shall also ensure the safety and well-being of all women
andgirls participating in sports, especially, but notlimited to, trainees, reserve members,
members, coaches, and mentors of national sports teams, whetherin studying,training,
or performancephases,by providing them comprehensive health and medical insurance
coverage,as well as integrated medical, nutritional, and healthcare services.
Schools, colleges, universities, or any otherlearning institution shall take into accountits
total womenstudentpopulation in granting athletic scholarship. There shall be a pro rata
representation of womenin the athletic scholarship program based on the percentage of
womenin the whole student population.
The PSC and Games and Amusement Board (GAB) shall provide financial and other
incentives to local government units, media organizations, and the private sector for
promoting, training, and preparing women and girls for participation in competitive
and non-competitive sports, especially in local and international events, including, but
not limited to, the Palarong Pambansa, Southeast Asian Games, Asian Games, and the
Olympics.
PSC and GABin coordination with the DepEd, CHED, SUCs, LGUs, and other sports-related
organizations shall endeavourto:
1. Train more female coachesfor girls and women's teams;
2. Conduct activities such as sports clinics and seminars for potential female leaders,
coaches,teachersatleast once a year;
3. Provide equal incentives and awardsfor both men and womenfor any competition;
4. Provide equal opportunities for scholarships and travel grants for womenleaders,
coachesandathletes with adequate support mechanism;
5. Provide sufficient funds to support girls and womenin sports;
6. Form moregirls’ and women's teamsin athletic leagueslike the Palarong Pambansa,
University Athletic Association of the Philippines, National Collegiate Athletic
Association, Private Schools Athletic Association, and University Games;
