consolidate the list and track the qualification of womento third-level positions and submitto the PCW for inclusion in the report to the Congresson the implementation of the MagnaCarta of Women; B. To ensure increased participation of womenin all levels of development planning and program implementation, at least forty percent (40%) of membership ofall development councils from the regional, provincial, city, municipal, and barangay levels shall be composed of women. Further: 1. At the regionallevel, the Regional Development Councils (RDCs) shall endeavor to increase the womensector representation in the council with the view of reaching the forty percent (40%)target; and 2. At the local level, with reference to Article 64 (d) of the Implementing Rules and Regulations of the Local Government Code and during the periodic reorganization, the sex ratio of the mandated membersof the local development councils shall be determined. In the event that the forty percent (40%) membership is not met, women shall be given preferencein the selection of private sector and NGO representatives and designation of the congresspersons'representative. The LCEs shall undertake the necessary information campaignto ensure participation of NGO womenrepresentatives in the local developmentcouncils and other local special bodies; c. Representation of women or women's groupsin other policy and decision-making bodies in the international, national and local bodies shall be ensured by concerned appointing authorities; All concerned agencies, especially the Departmentof Foreign Affairs (DFA), Department of Labor and Employmnet (DOLE), Department of Trade and Industry (DTI), and DSWD shall ensure that womenare given equal opportunities to be representatives in different international bodies and positions. For this purpose, policies on recruitment and selection, qualifying examinations, assignment of posts and missions shall be reviewed and amendedaccordingly. All government missions geared forbilateral and multilateral negotiations shall consider genderconcerns in their negotiating positions; Upon the adoption of these Rules and Regulations, the Commission on Elections (COMELEC)shall incorporatein its guidelinesfor accreditationofpolitical parties, including party-list organizations, specific provisions that promote integration of womenin the leadership hierarchy, internal policy-making structures, and appointive and electoral nominating processofsaid parties. Incentives under this Section shall be determined by the incentives and awardsboard as provided for in Section 42 of the Act; Political parties are urged to create programs where their members can advocate on matters of policy and women memberscan participate meaningfully within the party; and Concerned agenciesshall take measures to encourage womenleadership in the private sector in the form of incentives as determined bythe incentives and awards board under Section 42 of the Act. 5 Equal Treatment Before the Law — TheState shall take steps to review and, when iene ty necessary, amend and/or repeal existing laws that are discriminatory to women Section 15 within three (3) years from theeffectivity of the Act.
