8. LGUsshall provide temporary shelter to displaced womenand children in situations of armed conflict. C. Allgovernmentpersonnel, including appointing authorities, local chief executives (LCEs)of LGUs and thosein executive managerial positions involvedin the protection and defense of womenagainstgender-basedviolence,shall regularly undergo the mandatory training on genderand human rights, particularly on the cycle and continuum of violence, counseling and trauma healing. PCW in coordination with the CHR, DSWD, DILG, Commission on Higher Education (CHED), DepEd and CSCshall design the prescribed module for human rights, gender sensitivity and gender-responsive training. The training programs and modules developed shall be periodically reviewed to ensureeffectiveness. D. All barangays shall establish a Violence Against Women (VAW) Desk. The punong barangay shall designate a VAW desk person trained in gender-sensitive handling of cases, preferably a woman barangay kagawad or woman barangaytanod. Continuity of VAWprogramsand servicesshall be ensured atall times. All provincial governors, and city and municipal mayorsshall ensure the establishment of a VAW Deskin every barangay within theirjurisdiction and provide technicalandfinancial assistance. 1. The VAW Deskshall, amongothers, perform the following tasks: a. Assist victims of VAW in securing Barangay Protection Orders (BPO) and access necessary services; b. Develop the barangay's gender-responsive plan in addressing gender-based violence, including support services, capacity building andreferral system; c. Respondto gender-based violence cases broughtto the barangay; d. Record the numberof gender-based violence handled by the barangay and submit a quarterly report on all cases of VAW to the DILG and the City/Municipal Social Welfare DevelopmentOffice (C/MSWDO); e. Coordinate with and refer cases to government agencies, non-government organizations (NGOs),institutions, and other service providers as necessary; f. Address other forms of abuse committed against women, especially seniorcitizens, womenwith disabilities, and other marginalized groups; and g. Lead advocacies ontheelimination of VAW in the community. The barangays may seek assistance from the PNP, civil society organizations (CSOs), NGOs, and other LGUsin the performanceof thesetasks. 2. The PCW in coordination with DILG, DSWD, DOH,and DepEdshall take the lead role in the formulationof the standards and guidelines in the establishment of the VAW desk, the design of the prescribed module for capability building, and the developmentof monitoring and evaluationtools. 3. The DILG, C/MSWDO,City/Municipal Health Offices (C/MHO), PNP, and representative/s from LGU-accredited womencivil society organizations shall monitor the establishment andevaluate the functionality of the VAW desk. Ee Women Affected by Disasters, Calamities, and OtherCrisis Situations - Women have the right to protection and security in times of disasters, calamities and othercrisis situations especially in all phasesofrelief, recovery, rehabilitation, and reconstruction efforts. TheState shall provide for immediate humanitarian assistance, allocation of resources, and early resettlements,if necessary. It shall also address the particular needs of women from a genderperspective to ensure their full protection from sexual exploitation and other gender- based violence committed against them.
