2. In services predominantly occupied by women,suchassocial work and health, this section shall not be construed to meanthat their numberwill be reducedto satisfy the ratio requiredin this section; 3. Within six (6) monthsafter the adoption of these Rules and Regulations, the National Police Commission (NAPOLCOM), the National Bureau of Investigation (NBI), and the Department of Justice (DOJ) shall set policies, rules and regulations for the implementation ofthe incremental increase on recruitment and training of womenin the police force, forensics and medico-legal, legal services, and social work services; and 4. 2. Concernedagenciesshall integrate in the code of conduct for employeesthe services, procedures and protocols in providing assistance to womenvictims of gender-related offenses. Women shall have theright to protection and security in situations of emergency, armed conflict, and militarization. They shall be protected from all forms of gender-based violence, particularly rape and other forms of sexual abuse, andall formsofviolencein situations of armedconflict. The State shall observe international standards for the protection of civilian population in circumstances of emergency, armed conflict, and militarization. It shall not force women, especially indigenous and Moro peoples to abandontheir lands, territories, and means of subsistence, or relocate them in special centers for military purposesunderany discriminatory condition. In situations of emergency, armed conflict and militarilization, the following shall be observed: 1. In no case shall womenbeforcibly recruited nor be required to take part in armed hostilities in situations of armedconflict; 2. Special efforts shall be made to ensurethefull participation of women in the planning and managementofrelief operations. The Office of the Presidential Adviser on the Peace Process (OPAPP), Department of National Defense- Armed Forces of the Philippines (DND-AFP), Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government (DILG), Department of Education (DepEd), Department of Health (DOH), National Commission on Indigenous Peoples (NCIP), National Commission on Muslim Filipinos (NCMF), local government units (LGUs) and other concerned governmentunits, shall, in their humanitarian actions, observe and implementinternational standards such as the MinimumInitial Service Package(MISP) for Reproductive Health; 3. In the provision of relief supplies, due consideration shall be given to the specific requirements of pregnant women, lactating mothers, sick people, senior citizens, personswith disabilities, and children; 4. Pregnant and lactating women, women and mothers with dependentchildren, women with disabilities who are arrested, detained or interned for reasonsrelated to armed conflict shall have their cases considered with utmost priority and humanitarian consideration; 5. Inno caseshall civilian casualties be classified as collateral damage; 6. The LGUs and DSWDshall provide psychosocial interventions to combatants and non-combatants, especially children who suffered from armed conflict. LGUs may also coordinate with private individuals and organizations that have the expertise and capacity to assist those affected; 7. The OPAPP, Philippine Commission on Women (PCW), DND-AFP, Commission on Human Rights (CHR), and other concerned agencies shall formulate plans and guidelines to ensure the implementation of United Nations Security Council (UNSC) Resolutions on women, peace andsecurity; and aL
