by law, policy, administrative measure, or practice, that directly or indirectly excludes
or restricts womenin the recognition and promotion oftheir rights and their access to
and enjoymentof opportunities, benefits, or privileges. A measureor practice of general
application is discrimination against womenifit fails to provide for mechanisms tooffset
or address sex or gender-based disadvantages orlimitations of women,as a result of
which womenare denied orrestricted in the recognition and protection of their rights
andin their access to and enjoymentof opportunities, benefits, or privileges; or women,
more than men,are shownto have suffered the greater adverseeffects of those measures
or practices. Provided,finally, That discrimination compoundedby orintersecting with
other grounds, status, or condition, such as ethnicity, age, poverty, or religion shall be
considered discrimination against women under the Act;
“Employee” refers to any person whoperforms services for another and receives
compensation therefor, provided, an employer-employee relationship exists between
them;
“Food Security" refers to a condition whereall people at all times have physical and
economic accessto sufficient, safe and nutritious food that meets their dietary needs and
foodpreferences for an active and healthylife;
“Gender and Development(GAD)" refers to the development perspective and processthat
is participatory and empowering, equitable, sustainable, free from violence, respectful of
humanrights, and supportive of self-determination and actualization of human potentials.
It seeks to achieve gender equality as a fundamental value that should bereflected in
development choices; seeks to transform society's social, economic, and political
structures and questionsthe validity of the gender roles they ascribed to women and men;
contends that womenare active agents of development andnotjust passive recipients
of development assistance; and stresses the need of womento organize themselves and
participatein political processes to strengthen their legal rights;
“Gender Audit” refers to a form of “social audit" or “quality audit" which determines
whetherthe organization's internal practices and related support systems for gender
mainstreamingare effective andare reinforcing each other and are being followed. This
tool or processassists organizations in establishing a baseline, identifying critical gaps
and challenges, and recommending ways of addressing them;
“Gender Equality” refers to the principle asserting the equality of men and women and
their right to enjoy equal conditions realizing their full human potentials to contribute to
andbenefit from the results of development, and with the State recognizing that all human
beingsare free and equal in dignity and rights;
“Gender Equity” refers to the policies, instruments, programs, services, and actions
that address the disadvantaged position of womenin society by providing preferential
treatment and affirmative action. Such temporary special measuresaimedataccelerating
de facto equality between men and womenshall not be considereddiscriminatory butshall
in no wayentail as a consequence the maintenance of unequal or separate standards.
These measuresshall be discontinued whentheobjectives of equality of opportunity and
treatment have been achieved;
“Gender Mainstreaming" refers to the strategy for making women's as well as men's
concernsandexperiencesan integral dimensionof the design, implementation, monitoring,
andevaluation of policies and programsinall social,political, civil, and economic spheres
so that womenand menbenefit equally and inequality is not perpetuated. It is the process
of assessing the implications for women and men of any planned action, including
legislation, policies, or programsin all areas andatall levels;
“Violence Against Women (VAW)"refers to any act of gender-basedviolencethat results
in, oris likely to result in physical, sexual, or psychological harm or suffering to women,
including threats of such acts, coercion, or arbitrary deprivation of liberty, whether
occurringin public orin privatelife. It shall be understood to encompass,but notlimitedto,
the following: (1) Physical, sexual, psychological, and economic violence occurring in the
