Regional Rights Resource Team, Pacific Community (2020) CASE STUDY: HOW THE ASIA PACIFIC FORUM INTERPRETS ATTRIBUTION The APF measures progress towards, or achievement of, its outcomes by: • internal assessment against a set of indicators, • facilitating an Annual Member Survey, • assessing a baseline of 10 sample NHRIs every few years. By triangulating this data, the APF develops a picture of its impact and what it can and cannot attribute to its work. For example, APF’s Outcome 2 is ‘increased NHRI capacity to deliver their mandate’. Interpreting the results of its data, the APF can confidently state: “Comparing the annual member surveys over the past five years on how members assess their overall capacity indicates that there is a general trend towards members increasing capacity, despite challenging operational contexts”. This assessment cannot entirely be attributed to the work of the APF, as NHRIs engage with other actors on their capacity development. However, given the examples above and feedback in the sample assessments, it would indicate that the APF is a positive contributor to members self-assessed overall capacity. The feedback also demonstrates the importance of long-term, continued engagement as a contributor to overarching capacity.” 69
