Are the indicators, targets, and baselines specific? Are the indicators, targets, and baselines measurable? If not, can we use proxy indicators? What is the data source for measuring the indicator? Should we identify key indicators to measure more regularly? Are the targets achievable? Are the targets relevant? Have local stakeholders been consulted? Are the indicators and targets time bound (i.e. is it clear what the time frame is)? Is it clear who will be accountable for measuring the indicators? 45
