The first step in developing your MEAL Framework is to be clear about the problem(s) or issue(s) your NHRI is
trying to address.
The MEAL Framework will monitor and evaluate whether your interventions to address the problem/s or issue/s
is reaching, or has reached, your outcomes. It will also identify who the problem(s) or issue(s) impacts upon. For
example:
• What is the problem/issue? Family violence. Your NHRI is aware, through several sources, that
family violence is a national concern and recognises it as a complex, sensitive and serious human rights
violation.
• Who is impacted? Many people inside and outside of the family structure are impacted, but primarily
women and children are most vulnerable to family violence.
