The MEAL Framework will monitor and evaluate whether your interventions to address the problem/s or issue/s is reaching, or has reached, your outcomes. It will also identify who the problem(s) or issue(s) impacts upon. For example: • What is the problem/issue? Family violence. Your NHRI is aware, through several sources, that family violence is a national concern and recognises it as a complex, sensitive and serious human rights violation. • Who is impacted? Many people inside and outside of the family structure are impacted, but primarily women and children are most vulnerable to family violence. 32
