1.3 Agenda
The visionary goal of the National Human Rights Commission is to establish a broad-based human
rights culture in the country; and to reach that goal NHRCB’s agenda necessarily become many.
Main agenda are described below:
Advocacy on establishing the rights of poor, weak, marginalized and vulnerable people
Advocacy on establishing rights of women (ensuring empowerment, removing abuse,
torture, discrimination, sexual harassment, gender based violence, trafficking etc.)
Advocacy on establishing child rights (combating early and forced marriage,
eve-teasing, rape, sexual harassment, dropouts from school, child labor, trafficking etc.)
Advocacy on establishing rights of persons with disabilities
Advocacy on establishing rights of the Third Gender and excluded minorities
Advocacy on establishing rights of the ethnic & religious minorities (focusing on Land
Rights, Discrimination etc.)
Advocacy on establishing rights of ethnic minorities of CHTs and plain land areas
(focusing on Land Rights, Discrimination etc.)
Advocacy on Rohingya Issue
Advocacy on addressing Terrorism and Extremism
Advocacy on addressing Drug Addiction, Drug Trade/ Trafficking etc.
Advocacy on addressing Migrant Workers’ Rights
Advocacy on addressing violence by LEAs (Torture, Custodial Torture etc.)
Advocacy on addressing Climate Change, man-made and natural disasters affecting
human rights
Advocacy on addressing Business and Human Rights (occupational safety, workers’
rights, Trade Union Rights etc.)
Advocacy on establishing rights of the Elderly People

1.4 Functions and strategies
The National Human Rights Commission follows its second Five-Year Strategic Plan (2016-2020)
to undergo its functions. An annual action plan now called the Annual Performance Agreement
(APA) is made beforehand to be performed within a financial year (July to June). Activities are
included in the APA as per the priority of the Strategic Plan and considering the contemporary
human rights outlook and incidental demands of the time. NHRCB’s functions include but are not
limited to the following:
