The right to social security of the workers in the informal economy/ sector
vulnerable and marginalized workers to provide temporary wage employment and to
the workers in the informal sector who were displaced or whose earnings were affected
due to the COVID-19 pandemic, respectively. It is also noted that the program has
reached over two (2) million beneficiaries. This notwithstanding, some of the
participants averred not being able to participate in the program despite their
application.
11. It could be gleaned from the FGDs that the government agencies managed to utilize
television, radio, and social media platforms in disseminating information about social
security programs. However, none of the participants mentioned that they got
information from the official website of the government. This shows that the
information from the government website is not easily accessible.
a. Considering this, the government should utilize all possible methodologies in
disseminating information about the program. If they intend to focus their
efforts on TV and radio, there should be considerable airtime to discuss the
programs of the government in plain and simple language as well as the
language that the locality speaks. In addition, to widen their reach, the
government should explore other means for publicizing the information such as
leaflet advertising, posters, and newspapers to ensure that the low-income
households particularly those living in geographically isolated and
disadvantaged areas (GIDAs) who do not have access to TV, radio, or the
internet will have access to the information.
b. Additionally, the information and education campaign (IEC) materials should
be accessible to persons with disabilities, such that accessibility features must
be integrated into the electronic materials to allow the persons with disabilities
to easily access the information.
c. The government should also look into how this right could be integrated and
discussed in the academic curriculum of high school students so that at a young
age, Filipinos will understand the value of having social security coverage.
12. The initiatives of CDA and DTI on assisting start-ups and MSMEs are recognized and
applauded.
