National Human Rights Commission, Bangladesh and International Labour Organization partnership project to promote the rights of the Indigenous People Bangladesh is home to around 3 million indigenous and tribal people, from 45 or more different ethnic groups with their distinct, language, culture and heritage. As in other parts of the world, indigenous and tribal peoples in Bangladesh are the most marginalized and excluded groups in society due to loss of land and forest/natural resource rights, displacement, loss of culture and social disintegration, loss of local self- governance, discrimination and violent suppression of autonomous movements. In general, indigenous and tribal peoples are not effectively protected by ex- isting laws and policies. National laws often do not address their specific situations, characteristics and needs and they are often among the most impoverished and disadvantaged groups in any country. As a result, despite ratification of important international human rights treaties related to indigenous peoples, there is little palpable change or progress in the overall human rights situation of indigenous and tribal peoples in Bangladesh. National Human Rights Commission being a national watchdog of the human rights conditions of every citizen including indigenous and tribal people has adopted strategic planning inter alia for the promotion and protection of the rights of the indigenous peoples. To materialize above mentioned strategic planning , National Human Rights Commission, Bangladesh in collaboration with International Labour Organization has launched a Partnership Project named NATIONAL HUMAN RIGHTS COMMISSION ANNUAL REPORT, 2012 49
