We supported NHRIs to establish their strategic direction In 2022 we supported the Fiji Human Rights and AntiDiscrimination Commission (FHRADC) by facilitating a strategic planning workshop to identify its human rights priorities and goals for the next five years. The APF has worked with the FHRADC on the development of its strategic plan since 2020, when an APF capacity assessment identified strategic planning as a priority for the institution. We also worked closely with the Human Rights Commission of Malaysia (SUHAKAM) to deliver a Monitoring, Evaluation, Accountability and Learning (MEAL) framework for the institution. This involved delivering introductory and intermediate courses to SUHAKAM staff and providing bespoke coaching over several months. At the request of SUHAKAM in its role as (then) Chairperson of the South-east Asia National Human Rights Institutions Forum (SEANF), we also supported the development of the SEANF strategic plan. The plan will serve as SEANF’s guiding document for the next five years, as it works towards the promotion and protection of human rights across the Asia Pacific region. We continued our ‘digital first’ approach to capacity development Our capacity development programmes provide up-to-date knowledge and skills to assist staff to undertake the core work of their NHRI, and to promote effective approaches for working with and for vulnerable and marginalised groups. In 2021-22 we continued our ‘digital first’ approach to capacity development, with many of our courses conducted either online or in blended-learning format. Our capacity development programmes are hosted in the APF Community, our online space for learning, collaboration, and resources. The platform provides access to capacity development activities and a platform for engaging with other NHRI staff across our network. A key feature of the APF Community is EdApp, an awardwinning mobile learning platform that allows learners to complete APF courses on their mobile phone, in their own time. Micro-lessons can be downloaded and completed offline, allowing greater ease of use for learners. APF Annual Report 2021-2022 In 2021-22, we delivered 14 capacity development activities to 276 participants. We also developed four new capacity development courses: • Promoting and protecting the rights of Human Rights Defenders (HRDs) in the Asia Pacific • Advancing human rights in humanitarian action for NHRIs in the Pacific and Southeast Asia, held in collaboration with OHCHR • NHRI complaints handling and human rights investigations • Promoting and protecting human rights in relation to Sexual Orientation, Gender Identity, Gender Expression and Sexual Characteristics (SOGIESC), held in collaboration with UNDP 15
