Relevant provisions of the Administrative Code of 1987 - Section 17 of Title Vil Book V of said Code specifically mandates the Bureau of Local Employment of the Department of Labor and Employment, among others, to formulate policies, standards and procedures on productive manpower resources, development, utilization and allocation; as well as establish and administer machinery for the effective allocation of manpower resources for maximum employment and placement. Moreover, the Bureau is mandated to develop and maintain a responsive vocational uidance and testing system and develop and maintain a onan in ald of proper human resource allocation. It is likewise mandated to formulate employment programs designed to benefit disadvantaged groups and communities. Section 1, Chapter |, Sub-title A, Title |, Book V of the Administrative Code of 1987 declares as a policy that the State shall insure and promote the Constitutional mandate that appointments in the Civil Service shall be made only according to merit and fitness; that the Civil Service Commission, as the central personnel agency of the Government shall establish a career service, adopt measures to ee morale, efficiency, integrity, responsiveness, and courtesy in the civil service, strengthen the merit and rewards system, integrate all human resource development programs for all levels and ranks, and institutionalize a management climate conducive to public accountability; that public office is a public trust and public officers and employees must at all times be accountable the State to (a) provide and utilization; (b) to protect every citizen desiring to work locall or overseas by securing for him or her the best possible terms and conditions of employment; (c) to facilitate a free choice of available employment by persons seeking work in conformity with the national interest; (d) to facilitate abor market information just and dynamic social order that will ensure the prosperity use of voluntary modes in settling disputes; (f) recognize the right of labor to its just share in the fruits of production and the right of enterprises to nee returns of investments, and to expansion and growth. and that personnes functions shall be to the people; decentralized, delegating the corresponding authority to the departments, offices and agencies where such functions can be effectively performed.
