17. Attempt ?a rape by a Polioenan: Andhm Prmdmh (Case No.Mm7-B8) The Commission took suemotu cognizance of a news item published in the Pioneer on 30 April 1997. According to the news item, a policeman (security guard) posted at the residence of the Inspector General of Pollee (Co-ordination) attempted to rape a woman labourer. When her husband tied to rescue her, severe injuries were inflicted on him by the policeman and two of hls colleagues. The Commission directed the Director General of Police, Andhra Pradesh, to submit a report on the incident. The report disclosed that the woman labourer was caught hold of by the police constable, Srinivas, and w a threatened by him with a gun. On hearing her scream, her husband intervened to rescue her. At this, PC Srlnlvas called three of his colleagues who were on duty with him. PC Srinivas and two other policemen adrnlnistered a beating to the husband, using their hands, lathis a d belts. The woman got an FIR registered against the policemen under Section 354 IPC (outraging the modesty of a woman) and 324 IPC (voluntarily causing hurt by dangerous weapons or means). All the three policemen were arrested and suspended from service. Later, they were released on bail and PC Srinivas was removed from service as per Rule 25(11) of APCS Classification, Control and Appeal Rules, 1991. The Commission remarked that it was a matter of deep regret that the personnel of law enforcing agencies whose duty was to protect the rights of the citizens, thernsetves became perpetrators of such heinoue acts. Considering the indignity and humiliation suffered by the woman and the injuries received by her husband, the Commission recommended to the Government of Andhra Pradesh to pay immediate interim relief of Rs.5,000/- to the victim within one month from the receipt of h e proceedings. 18. Glrl rescued from captlvlty: Rajasthan (Case No.49W20197-W) The Commission received an anonymous petition stating that a young girl had been kept in captivity in a house in Oholpur, Rajasthan for about 5 years and, as a result of that, she had become mentally 1I and her condition was serlous,The Commission, taking cognizance of the matter, directed its investigation team to submit a report after making an on-the-spot inquiry. It also directed the investigation team to take up the matter with the members of the family in case the facts alleged were found to b r true. The investigation team, on finding that allegations made in the petition were true, unartook a rescue operation. The team reported to the Commission that, after the Commission's intervention, the victim had been given appropriate care and had been receiving proper medical attention. Noting the report of the investigating team, the Commission further directed the Rajasthan Polioe to vigorously pursue their efforts
