organizations between 2020 and 2023. Twenty-five cases were not
investigated because of indistinct subjects, vague or unsupported
allegations, duplicate cases, or cases involving foreign-operated vessels not
under Taiwanese jurisdiction. The resolved cases involved administrative
penalties, referrals for legal action, or administrative guidance; 43 cases
remain under investigation.
In addition, 277 complaints regarding the rights of foreign crew hired
under the overseas employment framework were referred to the Fisheries
Agency by the Ministry of Labor's 1955 hotline during the same period. Of
these, 262 cases have been closed. Common complaint types included
requests for operators to pay wages owed before crew members deserted
their vessels, recover deposits taken by brokers, and retrieve passports
withheld by operators or brokers as part of immigration procedures. 60 The
Fisheries Agency has also implemented a policy to promote regular port
calls, reducing the time fishing vessels spend at sea. This policy provides
fishers with more opportunities to come ashore and access external support
and resources more easily.
